WebMapReduce features a simple quota system which system administrators can use to limit the number of jobs submitted over a period of time. If quota-related problems are encountered during normal use, users should contact their local system administrators.

Additionally, users may only be allowed to have a single active job at any given time. If you try to submit a job while another job is running, you will have the option of terminating the old job or waiting for it to finish.
